Pupil Personnel Services
1. Specialization Requirements. A college or university that operates a program of professional preparation shall have a curriculum that meets the requirements of (a) and one or more of (b), (c), (d), and (e) as specified below. Statutory basis: Title 5 California Code of Regulations, Section 80632, Article 2, Professional Preparation Programs.
a. In order to meet the scholastic needs of school pupils with a diverse range of needs, abilities and expectations, all programs approved as preparation in pupil personnel services shall give primary emphasis to helping public school pupils to achieve academic success by emphasizing the importance of academic advising. Persons admitted to programs must have a minimum of a baccalaureate degree from an accredited college or university.
Response:
The CSUB Pupil Personnel Services Program in School Counseling is designed to prepare
effective professional counselors to work in public schools. The program courses reflect
a practitioner emphasis, with courses focused on counseling and academic advising
in the public school setting. Woven throughout the program, the extensive field-based
experiences provide hands-on training in diverse school settings. Candidates shadow
professional school counselors as they advise students, and then engage in independent,
but supervised, counseling/advising later in the program. Program requirements are

All Candidates enrolled in the CSUB Pupil Personnel Services Program in School Counseling complete fieldwork in a minimum of two public school levels. Prior to admission, all CSUB Pupil Personnel Services Program candidates are required to provide transcripts verifying their baccalaureate degree from an accredited college or university in a subject other than Education. b. Credit for successful completion of a program of study for the school counselor specialization shall be: Equivalent to a minimum of 48 semester units or 72 quarter units; or 720 classroom hours of post baccalaureate study.
Response:
The CSUB Pupil Personnel Services Program consists of 48 semester units of post-baccalaureate

c. Credit for successful completion of a program of study for the school social work specialization shall be: Equivalent to a minimum of 45 semester units or 67.5 quarter units; or 675 classroom hours of postgraduate study.
d. Credit for successful completion of a program of study for the school psychologist specialization shall be: Equivalent to a minimum of 60 semester units or 90 quarter units; or 900 classroom hours of postgraduate study.
e. Credit for successful completion of a program of study for the added child welfare and attendance services specialization shall be: Equivalent to a minimum of 9 semester units or 13 quarter units; or 135 classroom hours of postgraduate study.

CSUB does not offer the programs identified in c.–e.
Pupil Personnel Services: School Counseling Preconditions
1. Bachelor's Degree (Ed Code §44266)
Persons admitted to programs must have a minimum of a baccalaureate degree from a
regionally accredited college or university.
Response:
The CSUB Pupil Personnel Services Program requires applicants to provide proof of
a baccalaureate degree by submitting official transcripts from a regionally accredited
college or university (program application). Program admission requirements are outlined in the M.S. in Counseling Program Requirements Fact Sheet.
2. Program Curriculum
A college or university that operates a program of professional preparation shall
have a curriculum that meets the appropriate requirement as follows: A program of
study for the school counselor specialization shall be: Equivalent to a minimum of 48 semester units or 72 quarter units; or 720
classroom hours of post baccalaureate study.

3.For Intern Programs
An entity that operates an approved program of preparation for a PPS credential with
an Intern option shall require each candidate who is admitted into the Intern Program
to have completed sufficient coursework so that the candidate is ready for supervised
practice in the schools. The Intern must be supervised and supported by both the employer
and the Commission-approved program.
