Proposal Development and Submission Procedure
The Office of Grants, Research, and Sponsored Programs (GRASP) shall ensure compliance with applicable government regulations, CSU policies and sponsor guidelines regarding proposal submission. GRASP provides services for the preparation, approval, and submission of proposals for sponsored projects and funding provided by external federal, state, local and private governmental entities. The proposal submission pathway below provides specific milestones for faculty and staff to ensure grant submission and compliance with campus internal procedures.

- Proposals will be prioritized on a first-come, first-served basis, based on the receipt of the mandatory Proposal Initiation Form available from the GRASP website. Proposals without deadlines will be assigned a target submission date that aligns with the milestones above and availability of GRASP at the time of receipt of the Proposal Initiation Form. Milestones and the agency submission deadline will be discussed with the PI during the initial intake process. Missing milestones will prevent or delay the proposal from being submitted to the sponsor.
- The Proposal Initiation Form should be completed by the Faculty or Staff member leading proposal development. The purpose of the form is to obtain the information about your planned proposal to enable GRASP staff to initiate our work process and provide directive in development. The information on the form is the minimum needed to initiate a proposal — provide answers to all the questions and complete all fields. Once the form is received and reviewed, GRASP staff will provide initial intake directive to support proposal development.
- To allow sufficient time for proposal development and campus review and approvals, the above pathway should be followed. Proposals not submitted with sufficient time for GRASP and campus review will be submitted at the discretion of the applicable School Dean. While every effort will be made to review and submit quality proposals, proposals with insufficient time for review may not be fully compliant with proposal guidelines (and could be at risk for denial) and may not be of the highest quality to appropriately represent CSUB standards. If the above pathway is followed, or the School Dean has approved a late proposal, GRASP will submit the proposal in accordance with Sponsor guidelines according to the milestones or before the deadline.
