Event Conduct and Security Policy
This event is hosted on CSU Bakersfield property and follows the CSU Systemwide Time, Place, and Manner (TPM) policy and the CSUB Addendum. Everyone is welcome to exercise lawful free expression so long as they do not disrupt university operations, block access, or violate safety rules.
What is not allowed
To protect safety and access for all attendees, the following are prohibited at or near the venue, consistent with CSU TPM:
- Disruption or interference with speakers or others' speech; attempts at a "heckler's veto."
- Camping or overnight demonstrations; entering campus during non-public hours.
- Unauthorized structures, barriers, ladders, furniture, or any object used to block, barricade, or scale buildings.
- Weapons, firearms, explosives, fireworks, or projectile devices; chemical sprays; body armor; shields; laser pointers.
- Gas masks or equipment intended to defeat identification or screening; refusal to identify oneself when lawfully asked by a university official.
- Fires, open flames, or hazardous materials.
- Human waste outside designated facilities.
Notes:
- Face coverings for health or religious reasons are allowed, but may not be used to conceal identity if an official lawfully requests identification.
- All interior spaces of buildings are non-public areas unless reserved; access can be restricted on a content-neutral basis.
Venue access, hours, and noise
- Campus operating hours apply. Outside those hours, only authorized individuals or event attendees may remain, and must depart promptly after the event.
- Preserve clear ingress and egress at all doors, walkways, and accessibility routes at all times.
- No amplified sound inside the keynote venue. Outdoor amplified sound, if any, must follow campus procedures and location rules established by the addenda.
Signage, props, and handouts
- No signs, balloons, umbrellas, noise makers, beach balls, air horns, camera tripods, selfie sticks, illegal drugs/narcotics or firearms/weapons of any kind are allowed.
- Distribution of printed materials must comply with campus TPM rules and location restrictions.
Screening and bag policy (event-specific)
- All bags are subject to search.
- All persons and items are subject to visual inspection and magnetometer screening upon entry.
- Prohibited items discovered at screening must be returned to a vehicle or surrendered; the university is not responsible for storage.
Consequences for violations
- When feasible, staff will first educate and provide an opportunity to comply. Persistent violations or behavior that threatens people or property may result in removal, discipline under student or employee codes, and/or criminal or civil actions.
