Elementary Subject Matter Waiver

The CSUB LBST Elementary Subject Matter (ESM) Preparation Program has been approved by the California Commission on Teacher Credentialing (CTC) to waive the CSET requirement to demonstrate competency in the subject matter of Multiple Subjects.

Please note, the Elementary Subject Matter Waiver is only available to students who have majored/are majoring in Liberal Studies. 

Submitting the Elementary Subject Matter Waiver

Upon submission, please allow 2-4 weeks for the ESM Waiver application to be evaluated.

Please do not email, mail, fax or drop off documents in person. Please follow the submittal instructions below. 

Once evaluated, your response letter will be sent to you via AdobeSign. It will be your responsibility to 'accept' the document. Once accepted, you will be able to download the document for your records.

Submittal Instructions

  1. Go to CSUB Kuali Build and log in with your Net ID and Password. 
  2. Using your Liberal Studies Program Outline, enter the term in which you completed each required courses and the grade you earned. If you need an updated copy of your outline, please email us at liberalstudies@csub.edu.  
  3. Submit the Form 
  4. Please allow 2-4 weeks for processing.

Who is eligible for the LBST ESM Waiver?

Current LBST students on any of the Teacher Preparation tracks, and students who started their undergraduate education at CSUB starting Fall 2015 or thereafter are welcome to submit the LBST ESM Waiver Evaluation Form for review.

What criteria must be met for the Elementary Subject Matter Waiver?

  • Must be a Liberal Studies Major on a Teacher Preparation Pathway
  • Have completed and received a final grade of "C-" or better in ALL of the CTC approved ESM courses in the LBST major OR obtained a 2.75 GPA in all ESM Coursework
  • Have submitted a complete Evaluation Form with appropriate documents: unofficial transcript(s), and if applicable, course descriptions, syllabi for course substitutions.

Which CSET does the Elementary Subject Matter Waiver satisfy?

Our Commission-approved ESM waiver allows you to meet Subject Matter Competency in Multiple Subjects. The ESM Waiver will not satisfy Single Subject Competency 

If I received a preliminary/conditional LBST ESM Waiver letter, can I use that to apply to credential programs?

Yes. A preliminary/conditional LBST ESM Waiver Letter may be submitted as part of your credential program application. However, submission of the letter does not guarantee admission to a credential program, as admission decisions are made by the credential program and are based on its individual requirements.

If you receive a conditional admission offer, you must successfully complete all remaining required coursework with passing grades. Failure to do so may result in the loss of your conditional admission or affect your eligibility for the credential program.
