The Dean of Students must follow specific procedures in accordance with CSU Student Conduct Process for incidents reported to our office. This section thoroughly explains the student conduct process.
Student Conduct Process
Reported incidents, written or verbal, of alleged violation(s) to the Student Conduct Code initiate the student conduct process which opens an investigation, appropriately charge a student(s) with violation of the Student Conduct Code, and consider whether the University should implement an interim suspension (pursuant to Article VI). The alleged student(s) is formally notified through email, phone, and/or U.S. Postal Services. A conference/meeting is scheduled with the alleged, witnesses, and/or complainant to discuss the incident and discuss whether the issue can be resolved informally through a resolution agreement or formally through a student conduct hearing.

Types of Referrals
A CARE Referral Is For...
Students who display behavioral and emotional difficulties that interfere with their ability to perform academically and/or in other environments, such as:
- has high levels of absenteeism from classes and/or appears to be struggling academically,
- reports feeling overwhelmed and/or uncomfortable transitioning to campus/college,
- experiences feelings of isolation, loneliness, and/or disconnection from peers,
- expresses, verbal or written, threats to harm self or others,
- reports family problems, relationship problems and/or a break-up,
- experiences the loss of a loved one,
- asks for help with personal problems beyond the scope of your role/expertise,
- is consistently anxious, stressed, and/or depressed,
- may benefit from personalized outreach regarding resources/services available to them.
Student behavior that violates University policies or unlawful behavior is not addressed by the CSUB CARE Team.
Student Confidentiality
The University shall maintain disciplinary records for the timeframe in accordance with the Campus Records/Information Retention and Disposition Schedule. Such record is protected under guidelines set forth in the Family Educational Rights and Privacy Act (FERPA).
To release a student's disciplinary record to another person, agency, government agency, and/or institution, the student(active or inactive student or alumni) must complete the Authorization for Release of Information Form and submit the form to our office.

Alternatively, other Authorization for Release of Information forms from another agency or institution are acceptable. The form must provide your information and signature.
Disciplinary Sanctions
CSU Student Conduct Process allows the University to impose the following sanctions/actions for Student Conduct Code violations:
Temporary separation of the student from active student status from all 23 campuses of the California State University.
- A student who is suspended for less than one academic year remains eligible to re-enroll at the University (subject to individual Campus enrollment policies) once the suspension has been served. There may be conditions for re-enrollment.
- A student who is suspended for one academic year or more must reapply to the University (subject to individual Campus application polices) once the suspension has been served. There may be conditions for re-enrollment.
- Suspension of one academic year or more will be noted on the student’s transcript permanently without exception.
More than one sanction may be imposed for a single violation.
For example: A student may receive disciplinary probation with an educational sanction, where the student may be placed on probation for one or two terms and will also need to complete an assignment, training, workshop, tutoring, faculty office hours, community service, or other remedies.
Formal Hearing
If the Student charged is not in agreement with respect to the recommended sanction, the Student has the right to appeal and request a hearing on the sanction(s) only.
The purpose of a hearing is to be educational rather than adversarial. During the hearing, the student and the Student Conduct Administrator will present the case related to the incident to a neutral third party, the Hearing Officer. This individual is appointed by the President or designee and is responsible for conducting the hearing and submitting a recommended sanction to the President or designee. The President or designee issues a final decision. The President or designee may uphold the recommended sanction, adopt a different sanction, reject sanctions altogether, or refer the matter for further investigation.
