charges and payments on your student account and will work with you to determine the best option for your outstanding debt.
Separating from the University
Before separating from CSUB it is expected that a student's account is paid in full. However, if full payment is not possible it is the policy of Student Financial Services to create a monthly payment plan to assist the student.
The following pertains to delinquent account payment plans:

The payment plan is not to exceed a twelve-month period, the monthly payment and due date are determined by CSUB and are not negotiable.

Until the debt has been paid in full the student will not have access to any CSUB services. Services include diplomas from being issued, and future registration; per Title 5, California Code of Regulations, Sections 42380 and 42381.

CSUB annually reports all outstanding debt over $10 to the Franchise Tax Board for state refund garnishment; per California Government Code Sections 12419.2, 12419.7, 12419.9, 12419.10, 12419.11, and 12419.12.

Any skipped, missed, or partial payments automatically annul the payment plan and the account will be immediately forwarded to an outside collection agency resulting in negative credit reporting to the three major credit bureaus.

If the student successfully completes the payment plan the delinquent debt will not be reported to the three major credit bureaus.

Petition for Reversal of Fees
When a student drops their courses on or after the first day of the term, they are charged pro-rated tuition and mandatory fees for the days they’re enrolled in accordance with the Campus Catalog, page 40 and CSU, Bakersfield’s Fee Refund Policy, “Failure to cancel registration in any course for an academic term prior to the first day of the academic term gives rise to an obligation to pay student charges and fees including any tuition for the reservation of space in the course…For state-supported semesters, quarters and non-standard terms or courses of four (4) weeks or more, a student who withdraws during the term in accordance with the university’s established procedures will receive a refund of a portion of mandatory fees, including non-resident tuition, based on the portion of the term during which the student was enrolled. No student withdrawing after the 60 percent point in the term will be entitled to a refund of any mandatory fees or non-resident tuition.” In the event there was an extenuating circumstance that prevented a student from dropping their courses before the first day of the term, they are eligible to submit a Petition for Reversal of Fees for review by the committee.
The Petition for Reversal of Fees is for extenuating circumstances only. Failure to remember to drop classes prior to the term start date, is not an extenuating circumstance. Any supporting documentation, such as: military orders, doctor approved medical forms, etc., should be submitted along with your Petition for Reversal of Fees form. Your request will be reviewed, and you will receive email notification of the campus decision within 6-8 weeks of submittal. Please be aware petition approvals are granted as a one-time courtesy. Petitions will not be accepted on accounts that have been referred to a third-party collection agency.
